This is not a marketing cliché. Load-bearing structures, utilities, fire safety and lifts have passed commission. After handover, title is registered and permanent contracts for heat, water and electricity are put in place. You can live there without a grey arrangement of temporary connections.
For the buyer, three consequences follow. You acquire an existing asset, not a pit. You can inspect the building with a tape measure instead of trusting a slide. The transaction is closer to buying a new home already accepted: fewer surprises on the date, more answers on quality now.

Walk every entrance: the finish should not drift from lobby to lobby.
Apartments of 112–190 m², open-plan, without finishes. For many buyers this is an honest format: you do not pay for someone else’s wallpaper, and you set out electrics, underfloor heating and your own junctions from the start. A ceiling height of 3 m leaves room for build-ups and proper light. Check panoramic windows with energy-saving glass at the junctions: no draughts, no condensation around the perimeter, no heavy hardware, no cold bridge on the reveal.
Floor-level storage rooms protect living space: prams, seasonal items and tools do not end up in the apartment hallway. Test the underground parking with a lift straight to the residential floor along the car–bags–door route: steps, smell, light, markings, wait for the cabin. An 80 kW EV charging station is rare for Ekibastuz; even if you have no electric car, it is a marker of the building’s electrics.
Courtyard, security and daily life that do not exist at the pit
A gated, car-free courtyard can be judged only when it exists. See where guest cars go, whether the area by the barrier turns into informal parking, whether the side gates work. A Romana children’s playground and a sports court with workout equipment and basketball should be standing, not listed as the next phase. Spruce planting tells you whether specimen trees went in or the soil was left for later.
Security in a handed-over building can be verified. CCTV with online access, IP intercoms, smart locks — ask to see access from a phone, not a slide. Designer lobbies with contemporary finishes should be judged for wear: dirt-barrier flooring, lighting, condition after the first residents.
